NATIONAL CHAMPIONSHIPS SELECTION POLICY
1. Purpose
This policy exists to set guidelines for the use of both selectors and riders in relation to the selection of the Wellington representative team for the Age Group and Elite/ Under 19 National Track Championships.

2. Selection Committee
To be made up of club members (including the Track Convenor and Head Junior Coach) who play an active part in the preparation of riders over the whole season and have been present for most of the events/training held. Approval of any selection is required from the Wellington Regional Centre.

3. Age Group National Championships Team Size
The number of juniors (riders under the age of 19) named in the squad will depend on the adult-to-junior ratio. There must be at least one adult in the Support Team travelling for every two juniors. Seniors and masters competing at the National Age Group Championships will also count as “adults” for the purposes of this calculation.

4. Responsibilities
Selectors
Will attend as many local, regional and national events as possible.
Announce selected team no later than the end of the third week in the December prior to the championships.
Confirm financial commitments required by riders at same time as selection announcement.

Riders
Inform selectors in writing (email to track@pnp.org.nz or completing online form) by the end of the first week in the December prior to the championships:

Outstanding results and performances at Regional, National and International level in writing (letter or email).
If selected:

Riders must confirm their position in the team within one week of the team’s announcement.

Riders may be required to make a deposit determined by the Selection Committee towards the cost of the trip by end of the second week in the January prior to the championships or risk losing their position in the team.

5. Key Components of Selection
The following may be considered by the selection committee:

Rider’s performances at the Wellington Championships.

Times achieved in standard National Championship distances (e.g. Flying 200m, 500m Time Trial, 3000m Individual Pursuit). If riders do not have any times for these distances, they may be asked to set times as a condition of selection.

U15 Junior Points Series/ Speed League and any other open/ carnival results around the country.

National/International competition results.
-
A rider’s value in a team and ability to assist another rider achieve a result.
-
A rider’s willingness to assist in fundraising activities.
-
Positions available in the team. Experience of racing on wooden velodromes (e.g. Invercargill/ Wanganui).

Riders attendance at training, coaching and racing sessions at the Wellington Velodrome.
6. Appeal Process
A rider who has not been selected in a representative team may lodge a request to the selectors to be reconsidered within 48hours of the official team being released by the selectors.

The only basis of appeal is on the rider’s ability to be competitive in a national field and must be supported by times and results at national and international events.
The selection committee will reconsider the rider’s request and make a decision within 48hours of the appeal submission.

7. Notes

Selection Committee reserves the right not to fill all available positions on track disciplines.

Riders must have a license valid for the year of the championship before the application deadline.

APPENDIX: Wellington policy for accepting out of centre riders
The Wellington Centre team has long been a small team and has in previous years attracted requests from riders based in other Centres to compete for Wellington. The reasons for this are often that their home based team has too many riders and they have not been ranked high enough to achieve a place.

As track cycling at the Wellington Velodrome grows in popularity and competitiveness the acceptance of these riders in National teams will gradually become less.
At this stage the PNP Cycling Club recommends accepting riders but under the guidelines below to ensure fairness and no negative impact on the Wellington team or management.
PNP Cycling Club recommends
That riders usually based out of Centre are accepted under the following conditions:

The rider becomes a paid club member of one of the Wellington Centre clubs with a national or international CyclingNZ license

The rider competes in either the Wellington Centre Track Championships or a Hataitai Velodrome carnival. This is to ensure the rider’s skill level is appropriate for National competition and provides the rider and team management an opportunity to meet.

The rider provides reasoning for wanting to compete for Wellington to the Selection Committee, which will then be submitted to the Wellington Centre if approved.

The rider meets the eligibility criteria as set out above.

Riders from WCNI Centre may be prioritised over riders from further a field.

The Selection Committee may discuss the rider’s situation with their previous club or current coach to determine suitability. Rider provides contact details for this.

It is assumed riders will be self-sustaining unless requests for accommodation and support details are provided to the Selection Committee upon application (see third point above).

The rider will be expected to abide by all rules and directions given by the Wellington Centre track team manager and coach.
